แถลงการณ์ของกลุ่มเครือข่ายผู้หญิงภาคประชาสังคม

เนื่องในโอกาสวันสื่อสันติภาพชายแดนใต้ และวันสตรีสากล

NO WOMEN NO PEACE

เนื่องในโอกาสวันสื่อสันติภาพชายแดนใต้ 28 กุมภาพันธ์ 2558 และในโอกาสที่จะถึงวันสตรีสากล 8 มีนาคมนี้ กลุ่มเครือข่ายผู้หญิงภาคประชาสังคม ดังรายนามข้างล่างนี้ ขอแถลงข้อเรียกร้อง ดังนี้

1. ขอให้ภาครัฐ และทุกภาคส่วนที่เกี่ยวข้อง ได้ให้ผู้หญิงเข้ามามีส่วนร่วมในกระบวนการและกลไกการตัดสินใจ ในประเด็นสาธารณะ ในทุกขั้นตอน ทุกมิติ โดยคำนึงถึงสัดส่วนที่มีความสมดุลระหว่างเพศหญิงและชาย และศักดิ์ศรีความเป็นมนุษย์ที่เท่าเทียมกัน  โดยเฉพาะการมีส่วนร่วมของผู้หญิงในกระบวนการสร้างสันติภาพในจังหวัดชายแดนภาคใต้ ที่มีความขัดแย้งและใช้กำลังอาวุธในการต่อสู้มานับสิบปี ส่งผลให้มีผู้เสียชีวิตและได้รับผลกระทบจำนวนนับหมื่นราย ผู้หญิงได้กลายเป็นผู้แบกรับผลกระทบทั้งโดยตรงและโดยอ้อม จากความรุนแรงดังกล่าวมาอย่างหนักหน่วงและยาวนาน แต่ผู้หญิงกลับมีโอกาสน้อยมากที่จะมีส่วนร่วมรับรู้ ให้ความเห็น และร่วมตัดสินใจต่อกระบวนการสร้างสันติภาพ ทั้งในอดีตและปัจจุบัน การมีส่วนร่วมเช่นที่ว่านี้ ต้องบัญญัติไว้ในกฎหมายรัฐธรรมนูญที่กำลังยกร่าง เพื่อเป็นหลักประกันให้แก่ผู้หญิงในจังหวัดชายแดนภาคใต้ และผู้หญิงทั่วทั้งประเทศ

2. ขอให้ผู้หญิง เด็ก และประชาชนโดยทั่วไป  ได้มีพื้นที่ปลอดภัยในการใช้ชีวิตประจำวัน ทั้งในตลาด โรงเรียน ปอเนาะ โรงพยาบาล สวนยาง ไร่นา วัด มัสยิด โบสถ์ ถนนหนทางที่เป็นแหล่งสัญจรไปมา เป็นต้น การใช้ความรุนแรง ที่สร้างผลกระทบต่อบรรดาพลเรือนเหล่านี้ ต้องยุติ

3. ขอสนับสนุนให้รัฐบาล แก้ไขปัญหาจังหวัดชายแดนภาคใต้ โดยใช้สันติวิธี สำหรับการสานเสวนาสันติภาพ (peace dialogue) ระหว่างคู่ขัดแย้ง เป็นการแก้ปัญหาโดยใช้สันติวิธีที่ควรมีการสานต่อ อย่างไรก็ตาม  การสานเสวนาสันติภาพ ระหว่างคนที่มีความคิดเห็นต่าง และระหว่างคนต่างวัฒนธรรมในระดับท้องถิ่นชายแดนใต้และระดับชุมชน มีความสำคัญมากไม่แพ้กัน ที่จะต้องดำเนินการอย่างจริงจัง เพื่อช่วยลดข้อขัดแย้ง และสร้างความสมานฉันท์ปรองดอง ในระดับชุมชนและท้องถิ่นชายแดนใต้

4. ผู้หญิงมีศักยภาพในการเยียวยาช่วยเหลือผู้ได้รับผลกระทบ การเป็นคนกลางจัดให้มีการสานเสวนาระหว่างคนที่เห็นต่างในชุมชน การปกป้องสิทธิมนุษยชน การทำงานสันติวิธี  การสื่อสารสันติภาพ การพัฒนาฟื้นฟูชุมชนภายใต้พื้นที่ที่ได้รับผลกระทบจากความขัดแย้ง ศักยภาพดังกล่าวนี้ ต้องได้รับการส่งเสริมและสนับสนุนจากภาครัฐ และภาคส่วนต่างๆที่เกี่ยวข้อง พร้อมทั้งเปิดโอกาสให้ผู้หญิงได้ใช้ศักยภาพ และมีบทบาทในด้านต่างๆนี้เพิ่มขึ้น

5. สื่อควรเปิดพื้นที่ให้ผู้หญิง รวมทั้งเสียงเงียบ (voiceless) ต่างๆในชายแดนใต้ได้มีโอกาสสื่อสาร และสื่อต้องเสนอข้อเท็จจริงอย่างรอบด้าน ไม่ขยายความขัดแย้ง อธิบายสถานการณ์ให้คนในประเทศได้เข้าใจถึงสาเหตุที่มา และความสลับซับซ้อนของสถานการณ์ มากกว่านำเสนอเพียงปรากฏการณ์รายวัน รวมทั้งเคารพในสิทธิมนุษยชนและศักดิ์ศรีความเป็นมนุษย์ เช่น ไม่เสนอรูปศพ ที่ถูกฆ่าอย่างทารุณจากเหตุการณ์  ไม่เสนอข่าวในลักษณะด่วนตัดสินว่าใครเป็นผู้ก่อเหตุ  เป็นต้น

Joint Statement of Women's Civil Society Groups in Southern Thailand

on Occasion of the Pat(t)ani Peace Media Day and the International Women's Day

 

NO WOMEN NO PEACE

 

On the occasion of the Pat(t)ani Peace Media Day on February 28, 2015  and the International Women's Day which will take place on March 8, women's civil society groups intend to announce demands as follows.

1. We demand the government and all sectors related allow women to participate in the every process and decision-making mechanism on public issues by considering balanced ratio between men and women as well as equal human dignity.  In Particular, women must be given right to take part in the process for peace in the southern border provinces where unrest and armed conflict have been going on for over ten years, resulting in more than ten thousand casualties, injuries and families affected. Women have been direct and indirect victims of the violence throughout the past decade but they have very slim chances to learn, express their thoughts and make decisions that contribute to the peace process.  This kind of participation needs to be included in the new constitution which is being drafted as assurance for women in the southernmost provinces and countrywide.

2. Women, children and civilians should have safety areas in their daily life in every place including markets, conventional schools, pondok (traditional Islamic school) schools, hospitals, rubber plantations, farms, temples, mosques, churches, streets and so forth.  The use of violence that may affect these people must be stopped unconditionally.

3. We support the government to solve problems in the southernmost provinces by peaceful means. Also, the halted peace dialogue between the Thai government and those who oppose the state is a peaceful way that should be resumed.  However, peace forums organized for those who oppose the state to speak out their needs and those held for people of different cultures in the Deep South are no less important.  They must be taken seriously in order to minimize conflicts and reconcile communities in the Southern Region.

4. Women have the potentials to provide compensation for those affected by the unrest, be mediators for organizing forums between people who see things differently, defend human rights, carry out peaceful means projects, communicate to promote peace building and rehabilitate communities that are in conflict-affected areas.  These potentials need enhancement and support from the government as well as all related agencies.  Also, women should be granted opportunities to show their capacity and contribute more in other issues.

5. Media should provide women and voiceless people in the southernmost provinces with a space to speak out, produce news based on facts without expanding conflicts, explain the situation so that people in the country understand its complication as well as the true causes of the problems instead of portraiting only daily violent incidents, and respect human rights and human dignity by not displaying pictures of murdered victims in brutal incidents and not reporting news with judgmental contents to accuse any group of people of being perpetrators without solid proof.
