Barisan Revolusi Nasional Melayu Patani
Berdasarkan kepada persetujuan bersamadi antara Barisan Revolusi Nasional Melayu Patani dengan penjajah Siam pada 13Jun 2013 di Kuala Lumpur Malaysia, bersetuju pada prinsipnya untuk mengurangkantindakan operasi militer di Patani iaitu tiga wilayah selatan dan lima daerahWilayah Singgora sepanjang bulan Ramadan tahun 2013.
Pihak Barisan Revolusi Nasional MelayuPatnai telah ambil keputusan dan akan berhenti tindakan operasi militersepanjang bulan Ramadan dan 10 hari dalam bulan Syawal 1434 Hijriah, bukanhanya sekadar mengurangkan tindakan, dengan syarat-syarat dan terma berikut.
1. Penjajah Siam mesti menarik baliksemua angkatan tentera, separa tentera yang datang daripada angkatan tenteraKawasan Satu, Dua, Tiga, dan polis datang daripada Pusat di kawasan Pataniiaitu di tiga Wilayah Selatan dan lima daerah Wilayah Singgora.
2. Ketua Angkatan Tentera Kawasan 4hendaklah bawa keluar angkatan tentera dan separa tentera daripadakampung-kampung di Patani iaitu tiga Wilayah Selatan dan lima daerah WilayahSinggora ke markas besar masing-masing.
3. Bawa keluar polis dan polis rondasempadan daripada kampung-kampung di seluruh Patani, iaitu tiga Wilayah Selatandan lima daerah Wilayah Singgora.
4. Bebaskan para pengawal sukarelawanyang beragama Islam sepanjang bulan Ramadan daripada bertugas supaya merekadapat beribadah dan hidup bersama keluarga dengan sempurna.
5. Penjajah Siam tidak boleh membuatserbuan, sekatan dan menangkap sama sekali.
6. Penjajah Siam tidak bolehmenjalankan aktiviti-aktiviti kemasyarakatan yang berkaitan dengan bulanRamadan.
7. Terma dan syarat-syarat di atasmesti ditandatangani oleh Perdana Menteri Siam dan membuat perisytiharan untukpengetahuan umum pada 3 Julai 2013.
Syarat-syarat dan terma inidikuatkuasa bermula daripada satu Ramadan 1434 Hijriah sampai 10 Syawal 1434Hijriah.
Untuk memberi kehormatan kepada umatIslam Melayu Patani, sepanjang bulan Ramadan dan mereka dapat beramal ibadahdengan sempurna, diharap kepada pihak-pihak berwenang mengarah supaya tidakjualan arak dan sesuatu yang memabukkan, dan tutup tempat-tempat hiburan dantempat-tempat maksiat sepanjang Ramadan.
Dengan ini kami menyeru dan merayukepada seluruh masyarakat, kesatuan-kesatuan rakyat, NGO-NGO, terutamanyatokoh-tokoh agama Patani hendaknya memandang serius terhadap syarat-syarat danterma di atas.
Peringatan.
Sekali lagi kami menegaskan bahawarundingan damai di antara Barisan Revolusi Nasional Melayu Patani (BRN) denganpenjajah Siam tidak akan berlaku selama penjaja Siam tidak melaksanakan danmemberi jawapan terhadap perkara-perkara berikut.
1. Lima tuntutan BRN mesti dapatpengesahan daripada Dewan Negara Siam.
2. Rundingan damai ini dijadikanAgenda Negara.
3. Status ketua deligasi rundinganditetapkan dan mantap.
4. Tidak ada rundingan-rundingan gelapdan sembunyi-sembunyi.

แนวรวมปฏิวัติแห่งชาติมลายูปาตานี
ตามข้อตกลงระหว่างแนวรวมปฏิวัติแห่งชาติมลายูปาตานีกับนักล่าอาณานิคมสยามในวันที่
color:#333333">13 มิ.ย. 2013ณ กรุงกัวลาลัมเปอร์ประเทศมาเลเซีย (ทั้งสองฝ่าย) ตกลงกันว่าจะลดปฏิบัติการทางทหารที่ปาตานี คือสามจังหวัดชายแดนใต้และห้าอำเภอในจังหวัดสงขลา ตลอดช่วงเดือนรอมฎอน ปี 2013
ฝ่ายแนวร่วมแห่งชาติมลายูปาตานีลงมติที่จะยุติปฏิบัติการทางทหารตลอดช่วงเดือนรอมฎอนและ๑๐ วันแรกของเดือนชาวัล (
color:#333333">Syawal) ฮิจเราะห์ศักราชไม่ใช่แค่ลดปฏิบัติการทางทหาร โดยมีเงื่อนไขและขอบเขตดังต่อไปนี้
1. นักล่าอาณานิคมสยามต้องถอนกำลังทหารและทหารพรานที่มาจากภาค ๑, ๒ และ ๓ ทั้งหมดและเจ้าหน้าที่ตำรวจที่ถูกส่งมาจากศูนย์กลาง (ภาคกลาง?) ออกจากปาตานี ซึ่งก็คือ สามจังหวัดชายแดนภาคใต้และห้าอำเภอในจังหวัดสงขลา
2. แม่ทัพภาค ๔ ต้องถอนทหารและทหารพรานออกจากเขตหมู่บ้านในปาตานีคือสามจังหวัดชายแดนภาคใต้และห้าอำเภอในจังหวัดสงขลา ให้อยู่ค่ายใหญ่ของแต่ละหน่วย
3. ให้ (รัฐสยาม)ถอนกำลังตำรวจและตำรวจชายแดนออกจากเขตหมู่บ้านในปาตานีคือสามจังหวัดชายแดนภาคใต้และห้าอำเภอในจังหวัดสงขลา
4. ปล่อยบรรดา อส.ที่นับถือศาสนาอิสลาม (ไม่ให้ประจำการ)ตลอดช่วงเดือนรอมฎอนเพื่อที่จะพวกเขาสามารถปฏิบัติศาสนกิจและสามารถใช้ชีวิตกับครอบครัวได้อย่างสมบูรณ์
5. นักล่าอาณานิคมสยามไม่สามารถทำการโจมตีการสกัดถนน และการจับ/ควบคุมตัวอย่างเด็ดขาด
6. นักล่าอาณานิคมไม่สามารถจัดกิจกรรมทางสังคมที่เกี่ยวข้องกับเดือนรอมฎอน
7. ขอบเขตและเงื่อนไขดังกล่างต้องมีการลงนามของนายกรัฐมนตรีของฝ่ายนักล่าอาณานิคมสยาม(รัฐสยาม) และต้องทำการประกาศในวันที่ 3 กรกฏาคม 2013
เงื่อนไขและขอบเขตเหล่านี้เริ่มบังคับใช้ตั้งแต่วันที่ 1 รอมฎอน 1434 ฮิจเราะห์ศักราช ถึง วันที่ 10 ชาวัล1434 ฮิจเราะห์ศักราช
เพื่อเป็นการแสดงเกียรติต่อชาวอิสลามมลายูปาตานีและเพื่อที่จะพวกเขาสามารถปฏิบัติศาสนกิจอย่างสมบูรณ์ฝ่ายรัฐ/ฝ่ายเจ้าหน้าที่ควรให้คำสั่งเพื่อไม่ขายเหล้าหรือสิ่งที่ทำให้เมาและปิดแหล่งบังเทิงและแหล่งอบายมุขตลอดช่วงเดือนรอมฎอน
ที่นี่พวกเราขอเรียกร้องให้ทุกชนชั้น/ทุกคนในสังคม ประชาสังคม องค์กร

คำเตือน
เราขอเน้นอีกครั้งว่าการเจรจาสันติภาพระหว่าง BRN กับนักล่าอาณานิคมสยามมิอาจเกิดขึ้นตราบใดที่นักล่าอาณานิคมสยามไม่ดำเนินและให้คำตอบต่อประเ็ด็นต่อไปนี้
1. ข้อเรียกร้องห้าข้อจาก BRN ต้องได้รับความเห็นชอบจากรัฐสภาของรัฐสยาม
2. การเจรจาสันติภาพต้องเป็นวาระแห่งชาติ
3. ต้องกำหนดฐานะของหัวหน้าคณะตัวแทนไทยและฐานะของหัวหน้าคณะนั้นต้องมั่นคง
4. ไม่มีการเจรจาลับหรือไม่เปิดเผย
แค่นี้ก่อนครับ วัสลาม ขอให้ทุกท่านโชคดีในการปฏิบัติศาสนกิจถือศีลอดและเซอลามัต ฮารี รายอ

4th Declarationfrom the Barisan Revolusi NasionalMelayu-Patani (BRN, National Revolutionary Front of Patani-Malay)
By the Name of God, theMost Merciful, the Most Beneficent. Peace be upon you and may Allah bestow uponyou prosperity and his blessings.
Announcement of Barisan Revolusi Nasional Melayu-Patani.
Based on the joint agreement between the BRN and the Siamese Occupation [RTG] on 13 June 2013 in Kuala Lumpur, we agreed in principle to reduce military operations during the month of Ramadhan (2013) in Patani, namely the three Southern Border Province sand the five districts in Songkla Province.
The BRN has taken the decision to stop military operations during the month of Ramadhan and for thefirst 10 days of the month of Syawal, 1434 Hijri [this would be 17 August2013], and not merely to reduce operations according to the following terms and conditions:
1. The Siamese Occupation[RTG] should withdraw all troops and paramilitary forces sent from the First, Second, and Third [Army] Regions, and also withdraw all the police officers deployed from the central government who are now located in Patani, which includes the three Southern Border Provinces and the five districts in Songkla Province;
2. The Commander of the 4th[Army] Region should withdraw the military forces which are located in the rural areas in Patani, which includes the three Southern Border Provinces and the five districts in Songkla Province;
3. Withdraw all police officers and the border police from all kampongs in Patani, which includes the three Southern Border Provinces and the five districts in Songkla Province;
4. Exempt all Muslim security volunteers from duties during the month of Ramadhan so that they are free to attend to religious matters and be with their families properly;
5. The Siamese Occupation[RTG] shall not conduct any attacks, [movement] restrictions, and arrests what so ever;
6. The Siamese Occupation[RTG] shall not conduct any social activities related to the month of Ramadhan;
7. These terms and conditions shall be signed by the Prime Minister of Siam [Thailand] and a public announcement made on 3 July 2013.
These conditions and terms will be in effect from 1 Ramadhan 1434 Hijri until 10 Syawal 1434 Hijri.
As a show of respect towards Patani-Malay Muslims during the month of Ramadhan, in order that they can attend to matters of worship properly, it is hoped that the authorities proscribe the sale of alcoholic beverages and other intoxicants, in addition to closing nightclubs and brothels during Ramadhan.
Hereby we urge and appeal to all members of society, people’s associations, NGOs, and especially religious figures in Patani, to seriously consider the aforementioned terms and conditions.
Reminder.
Once again we would like to underscore that the peace talks between the Barisan Revolusi Nasional Melayu-Patani and the Siamese Occupation [RTG] shall not take place as long as the Siamese Occupation [RTG] does not address and respond to the following points:
1. The five demands from the BRN shall be endorsed [this could also be read as ratification] by the Siamese Parliament [National Parliament];
2. The peace talks are incorporated into the National Agenda;
3. The status of the delegation head be determined and fixed;
4. There are no secret and/or hidden talks [aside from the peace talks referred to in thisannouncement].
That’s all for now. With peace, I extend my well wishes during the fasting month, season’s greetings, and please forgive my physical and spiritual transgressions.
Hereby we call on all the member of thesociety, people’s associations and NGOs, and especially the religious figuresin Patani, shall seriously consider the aforementioned conditions and terms.
Warning.
Once again we would like to insist that negotiation between the BRN and the Siamese colonialists shall not take placeas long as the Siamese colonialists does not give the answers to the following items and act according to them:
1. The five demands from the BRN shall be authorized by the Parliament of the Siam.
2. The peace negotiation should be made as a national agenda.
3. The status of the head of the negotiation team should be fixed and stabilized.
4. All the negotiations should take place in the open.
