Pada 3-7 Jun 2015 MARA Patani telah mengadakan satu muktamar di luar pagar Patani dengan dihadiri oleh perwakilan kesemua komponen dari pertubuhan-pertubuhan pembebasan Patani. Muktamar MARA Patani yang pertama kali diadakan itu merupakan satu lagi langkah yang bersejarah bagi menentukan halatuju perjuangan pada masa akan datang.
Muktamar itu juga telah mengesahkan penubuhan MARA Patani dan telah dimasyhurkan pada 5 Jun 2015 bersamaan 18 Syaaban 1436 H. Pada 27 Ogos 2015 teks pemasyhuran itu telah diedarkan kepada pihak media dalam sidang akhbar MARA Patani di Kuala Lumpur.

PEMASYHURAN MARA PATANI
Bismillah Al-Rahman Al-Rahim
1. Di atas nama perjuangan rakyat Patani sukacita dimasyhurkan penubuhan Majlis Syura Patani dan di kenali sebagai MARA Patani ( Patani Consultative Council - PCC ). Majlis ini telah tertubuh bersandarkan ikatan persaudaraan dan semangat kerjasama kumpulan-kumpulan pejuang Patani yang telah bersepakat untuk bernaung di bawah MARA Patani sebagai sebuah organisasi payung. Kesepakatan ini telah termeterai di atas Deklarasi bertarikh 15 Mac 2015 bersamaan 24 Jamadil Awal 1436 H.
2. Kumpulan-kumpulan pejuang Patani juga mengiktiraf gerakan serta pihak lain yang turut sama memainkan peranan di dalam menuntut hak menentukan nasib sendiri rakyat Patani. Justeru, MARA Patani juga menerima penglibatan dari gerakan dan pihak yang turut berperanan dalam perjuangan ini. MARA Patani wujud untuk memastikan setiap hak dan kepentingan rakyat Patani didengar, diambilkira, dibincang dan dapat diperjuangkan dengan lebih jitu,tersusun dan mantap, insya Allah.
3. MARA Patani akan meneruskan kelangsungan perjuangan rakyat Patani didalam menghadapi pihak Kerajaan Thailand termasuk melalui proses Dialog Damai Patani (JWG-PDP) bersandarkan Konsensus Am bertarikh 28 Febuari 2013 , dimana pihak Malaysia telah dipersetujui secara bersama untuk melaksanakan peranan selaku Fasilitator. Jesteru , MARA Patani menyatakan kesediaan untuk memainkan peranan besar di dalam proses penyelesaian yang adil, menyeluruh dan berkekalan di Patani dapat dicapai.

On 3-7 June 2015, outside the fence of Patani , a conference was held by MARA Patani, attended by representatives of all its components. This first conference for MARA Patani was another historical step towards the determination of the direction of future Patani struggle.
MARA Patani was officially endorsed and proclaimed in the Conference on 5 June 2015 / 18 Syaaban 1436 H. On 27 August 2015 the proclamation text was made available to the media where MARA Patani held a press conference in Kuala Lumpur.
THE PROCLAMATION OF MARA PATANI
In the Name of Allah the Most Merciful and Most Compassionate
In the name of the struggle of the people of Patani, it is hereby proclaimed the formation of Majlis Syura Patani, also known as MARA Patani ( Patani Consultative Council-PCC) . This Council has been formed based on fraternal bond and cooperative spirit of the Patani fighters groups which have agreed to come under the umbrella organization of Mara Patani. The agreement was sealed by the Declaration dated March 15, 2015 / 24 Jamadil Awal 1436 H.
The Patani fighters groups also recognize the roles of other movements and parties that mutually demand for the right to self-determination of Patani people. Hence, Mara Patani also welcomes the participation and the roles of other movements and parties in this struggle. The existent of Mara Patani is to ensure that all the rights and interests of the people of Patani are heard, considered, discussed and fought for, consistently, systematically, and concretely, by the will of Allah.
Mara Patani will maintain the continuation of the struggle of the people of Patani versus the Thai government including through the Patani Peace Dialogue process ( Joint-Working-Group Peace Dialogue Process - JWG-PDP) based on the General Consensus dated on February 28 2013 ,where Malaysia was mutually agreed to be the facilitator. Therefore, Mara Patani expresses its willingness to play a significant role in the process to achieve a just, comprehensive and sustainable solution in Patani
