Makluman ringkas mengenai mesyuarat 27/4/2016

Status : Mesyuarat tidak rasmi Kumpulan Kerja Bersama - Proses Dialog Damai( JWG-PDP) ke 3

Agenda utama : Meluluskan Terma Rujukan (TOR) dan kosep "Safety Zones" oleh Parti A

Ringkasan dan komen :

Ketua Parti A memaklumkan kepada mesyuarat bahawa pihak Thai belum lagi bersedia untuk memperakui TOR. Walaupun kami kecewa dengan keputusan itu, ianya dihurmati. Isu "Safety Zones" tidak disentuh langsung.

Kami  tidak pasti apakah Parti A mahu mengkaji semula TOR, membuat yang baru ataupun menggantung proses ini sepenuhnya. Kami diberitahu bahawa Perdana Menteri Thai belum lagi meluluskannya.

Terma Rujukan (TOR) telah dibincang dan dipersetujui secara bersama oleh pasukan teknikal kedua belah pihak selepas tiga pusingan bermesyuarat ( dari Oktober 2015-Mac 2016). Ia boleh membuka jalan bagai merasmikan proses. Jawatankuasa Pimpinan Mara telah memperakuinya awal bulan ini.

Kontroversi berkaitan dengan pemecatan Lt.Gen.Nakrob Bunbuathong daripada panel perunding Thai telah terserlah dengan keputusan itu. Beliau merupakan "enjin" kepada pasukan Thai yang berpengetahuan luas dan memahami proses damai. Beliau mengetuai pasukan teknikal Parti A. Sebelum dipecat beliau amat optimis bahawa Parti A akan memperakui TOR. Ketiadaannya dirasai dan telah sedikit sebanyak menjejaskan proses ini.

MARA Patani berpandangan bahawa selagi proses ini tidak menjadi rasmi ( dengan memperakukan TOR ) isu utama  seperti " Safety Zones" dan isu-isu penting yang lain tidak dapat dibincamg secara bersama untuk dilaksanakan.

Terma Rujukan (TOR) adalah seumpama satu peraturan dan undang-undang, tanpanya perlawanan tidak dapat dimainkan. Apa jua alasan mereka ( tidak memperakui TOR), kita memberikan mereka masa secukupnya untuk mengkaji semula dan mengubah keputusan itu. Perakuan TOR oleh Parti A  merupakan satu isyarat yang dinati-nantikan bagi membayangkan keikhlasan dan kesungguhan Parti A pada tahap membina keyakinan ini, agar proses ini dapat bergerak ke hadapan.

A brief update of 27/4/16 meeting

Status : 3 rd unofficial meeting of  Join Working Group - Peace Dialogue Process (JWG-PDP),

Participants :  main dialogue panels of parties A (headed by Gen. Aksara Kerdphol) and B (headed Ustaz Shukri Hari)

Duration : 1 hr. 15 min.

Main agenda : the approval of Terms of Reference ( TOR ) and Party A Safety Zones concept.

Summary and comment :

The head of party A informed the meeting that the Thai side was not ready to endorse the TOR . Although we were disappointed with that decision, it was respected. The Safety Zones issue was not touched at all.

We are however unsure if party A wants to review the TOR , draft a new one or suspend the process altogether. We  were informed that the Thai Prime Minister has not yet approved it.

The TOR was discussed and mutually agreed by both technical teams after three rounds of meeting ( from October 2015- March 2016). It could pave way for formalising the process. The Steering Committee of Mara has approved it earlier  this month.

 The much controversy regarding the removal of Lt.Gen. Nakrob Bunbuathong from the Thai team was exposed by that decision. He was the "engine" of the Thai team who is knowledgeable and well-versed of  the peace process. He headed the Technical Team of Party A. Prior to his removal he was optimistic that the Party A will endorse the TOR. His absence was felt and has considerably affected the process.

MARA  Patani views that as long as the process is not officialised (by the endorsement of TOR)  the important issue like Safety Zones and other vital issues could not be mutually discussed for implementation.

The TOR is like a set of rules and regulations  without which a match could not be played. Whatever reasons they have( for not endorsing the TOR), we will give them ample time to reconsider and reverse that decision. The TOR endorsement by the party A is a much awaited signal to reflect party A's sincerity and commitment at this confidence building stage , so that the process can move forward.
